On June 13, the Beijing Municipal Commission of Development and Reform issued the "Notice of the Beijing Municipal Commission of Development and Reform on Organizing the Application for Pilot Projects in the Hydrogen Energy Sector of the Energy Field."

The Beijing Municipal Commission of Development and Reform stated that all units should, in accordance with the relevant requirements of the National Energy Administration's notice, organize project owners to submit applications for pilot projects (with a focus on a single pilot direction, having completed relevant approval, authorization, or filing procedures, and possessing the necessary conditions for project commencement) centered around the entire hydrogen energy chain of "production, storage, transportation, and utilization." Additionally, units should, based on the actual regional development situation, submit applications for regional pilot projects independently or in collaboration with relevant districts (covering no more than three districts). Both project and regional pilot projects should, in principle, be completed and put into operation or fulfill their pilot tasks within three years. Relevant recommendation materials should be submitted to the Beijing Municipal Commission of Development and Reform before July 4, 2025.

Our commission has received the "Notice of the General Office of the National Energy Administration on Organizing Pilot Work in the Hydrogen Energy Sector of the Energy Field" (Guo Neng Zong Tong Ke Ji [2025] No. 91, see attachment). We are now initiating the application process for pilot projects and regional pilot projects in the hydrogen energy sector of the energy field. All units should, in accordance with the relevant requirements of the National Energy Administration's notice, organize project owners to submit applications for pilot projects (with a focus on a single pilot direction, having completed relevant approval, authorization, or filing procedures, and possessing the necessary conditions for project commencement) centered around the entire hydrogen energy chain of "production, storage, transportation, and utilization." Additionally, units should, based on the actual regional development situation, submit applications for regional pilot projects independently or in collaboration with relevant districts (covering no more than three districts). Both project and regional pilot projects should, in principle, be completed and put into operation or fulfill their pilot tasks within three years.

All units should organize relevant projects and regions to fill out the pilot application forms and application reports in a standardized manner (the attachment includes relevant application forms and a reference outline for the application report), ensuring that the materials are true, accurate, complete, and capable of fully demonstrating the advantages and potential of the pilot projects and regions. Relevant recommendation materials should be submitted to our commission before July 4, 2025 (four hard copies should be mailed to our commission, and one electronic copy should be sent to the contact person's email address: jianghl@fgw.beijing.gov.cn). After reviewing the materials, our commission will recommend the best candidates in accordance with national requirements.

Any violations of discipline or law during the project application process will result in the rejection of the application for review, and relevant leads will be transferred to the appropriate departments for handling in accordance with regulations.
